You seem to think I think they were in the wrong for doing so. I don’t, but that doesn’t change the fact that they did indeed drag their feet

Except the USSR pushed incessantly for the Americans and Allies to open a second front

If a person is living at home and convinces their parents to get a second job to help support them, but doesn’t get a second job themselves until 3 years later because their parents finally gave them an ultimatum and their old job ended, , and then waits until the last day of that ultimatum to finally get the new job, they’re dragging their feet.

Right so, they dragged their feet on it.

So not doing something until being forced into a commitment and then waiting until the last possible moment to Honor that commitment is somehow not feet dragging to you?
