The police are unlikely to notice, because they rarely use flock by checking a specific camera (they typically just search the whole system for specific vehicles, from a map view), and if no one reports it it can go unfixed indefinitely

Sure, but then it’s a lot easier to notice it’s broken. It also makes a lot of noise, shooting a gun; a spray can is near silent.
It also can’t be cleaned off as fast as paint, and costs more to replace.
These cameras tend to be in fairly heavy traffic areas which makes guns a poor option.
Depends highly on the city/town, not everywhere is super active 24/7, some cities do sleep.
