Hybrid war isn’t. You can attack an enemy’s interests: harm their economy, flood them with refugees beyond their ability to cope, throw up obstacles to their normal foreign trade, etc.
They don’t have to attack anyone, wars can happen without any violence just peace talks and treaties.
