The solution is rather simple: someone forgot to inform the local police about the exercise. Whether the army forgot to inform the police in general, or if the information was lost inside the police is to be determined.
And that the police does not try to establish if the ammonition used to shoot them is practice ammunition before they try to prevent an active shooter from harming anyone is understandable.
