You can always say: “I didn’t order that, and I’m not paying for it.” If they don’t like it, they can call the police. Most cities with heavy tourism take a dim view of cheats. Bad for business.

I found Rome overcrowded, moderately expensive and full of tourists, but was there to meet friends, so I chose to put up with it for a few days. Avoiding the tourist traps, it’s not a bad city of its size, far less of a rip-off than, say, London. After seeing my friends, I went on to another part of Italy which was much more pleasant, less crowded and more affordable. The food was better, too.
