The bully walking around pushing and hitting people and asking them to come at them. So they can say “See? See how those bad people are coming at the United States (or ICE or the regime in anyway). Now we get to retaliate!”
My guess would be that they want to provoke Venezuela into defending their citizens, which they can then point to as a hostile act to justify direct strikes.
The regime is provoking anyone and everyone. The bully walking around pushing and hitting people and asking them to come at them.
So they can say “See? See how those bad people are coming at the United States (or ICE or the regime in anyway). Now we get to retaliate!”
